Video surveillance contract includes monitoring from 11pm to 7am. Generally, at this time there is no visit, and only residents and their relatives entry or exit the residence.
For residents and their relatives who would like to enter or exit the residence from 7am to 11pm, a digicode can be installed ; it will control the opening and closing of the portal (therefore, two digicodes must be installed : one inside the residence, and the other outside).
Straight above the digicodes, we can install a camera, linked to our surveillance network. Then, people incoming and outgoing will be tracked by Monaco Sécurité control cell. Recorded pictures are stored on a hard drive.
It is also possible to install a parlophone linked to Monaco Sécurité control cell. Access code must be changed regularly.
All pictures displayed on the guardian’s screen are stored on a local hard drive, and transmitted, via an ADSL link, to Monaco Sécurité control cell.
Current system works with movement detection. Our control cell can be warned by a video or audio signal if one of our cameras, installed in key locations through the Beausejour, detects a movement.
Monaco Securité can mobilize two patrols, each patrol being compound of two guards, with vehicle and weapons, who can be alerted by radio by the head of the control cell, in the case of an intrusion suspicion. It will take the guards just a few minutes to move towards the hot point and to react.
This project must be thoroughly studied with Monaco Sécurité. We have already planned, in the current contract that we could evolve to this solution. In the case this project would be feasible under very favourable conditions, enabling to increase security level and to cut down charges, it will be submitted to you approval during the next general assembly.
Let me remind you that annual bill for our current security solution amounts to more than 40% of the residence total charges. The opportunity of switching to a video surveillance system could bring a dramatic decrease of annual charges for owners. A more accurate financial evaluation could be made once study is completed (before the end of august 2007).
